Section 3 is the legal basis for providing jobs for residents and awarding contracts to businesses in the areas receiving certain types of HUD financial assistance. Under Section 3 of the HUD Act of 1968, wherever HUD financial assistance is given for housing or community development, to the greatest extent feasible, economic opportunities will be given to residents and businesses in that area. Congress established the Section 3 policy to ensure that the employment and other economic opportunities generated by Federal financial assistance for housing and community development programs shall, to the greatest extent feasible, be directed toward low and very low income persons, particularly those who are recipients of government assistance for housing. Specification and RHA Commitment
The RHA Property Manager will assist staff, contractors, and developers in complying with the requirements of Section 3 of the HUD Act of 1968, as amended in 1994. The RHA, by this program, affirms its commitment to maximize, to the greatest extent feasible, the creation of employment, training, and contracting opportunities for low and very low income persons. Further, the RHA also commits to provide procedural assistance to contractors and developers on all matters relating to this program, as needed, to achieve the program’s goals.
